第40屆香港電影金像獎 - 參選資格及評選規則 (甲) 參選資格 2020至2021年度參選電影 凡於2020年1月1日至2021年12月31日在香港作首輪公開售票放映,連續七天內於五十個座位以上的常規放映電影場地(註一)上映不少於五場的香港電影(註二),影片長度六十分鐘或以上,並以三十五毫米菲林放映或數碼放映(註八),均自動參選「第四十屆香港電影金像獎」。 獎項 (一) 最佳電影 (二) 最佳導演 (三) 最佳編劇 (四) 最佳男主角 (五) 最佳女主角 (六) 最佳男配角 (七) 最佳女配角 (八) 最佳新演員 (註三) (九) 最佳攝影 (十) 最佳剪接 (十一) 最佳美術指導 (十二) 最佳服裝造型設計 (十三) 最佳動作設計 (十四) 最佳原創電影音樂 (註四) (十五) 最佳原創電影歌曲 (註五) (十六) 最佳音響效果 (註六) (十七) 最佳視覺效果 (註七) (十八) 新晉導演獎 (請看丁部) (十九) 最佳亞洲華語電影 (請看丙部) 注意: 所有獎項的參選人及電影出品公司,必須記名於該片的片頭或片尾字幕,並以於香港上映的版本為準。 (乙) 評選方法 第一輪評選 由「香港電影金像獎選民」及「第一輪專業評審團」投票選出所有獎項的提名名單,票份各佔第一輪總積分的百份之五十(50%)。在各獎項中得票最高的首五名可獲進入第二輪評選。 「香港電影金像獎選民」是指符合金像獎選民資格及已向本會正式登記者。 「第一輪專業評審團」是由香港電影金像獎評選事務組推薦及邀請的電影業內人士和專業媒體工作者組成。 每個獎項提名以不超過五個為原則,若有兩名候選者分數相同而名列第五位,則可增加至六個提名名額;若有超過兩名候選者分數相同而名列第五位,則提名名額只有四個。 若有演員在同一部電影中,同時獲提名主角及配角,則按得票較高的項目為其提名獎項。 如在提名名單內發現有不符合資格的候選者,其提名資格會被取消,空缺由下一位得分最高者補上。 「第一輪專業評審團」不能以金像獎選民身份在第一輪中投票,亦不可重疊為「第二輪專業評審團」,但可於第二輪以屬會會員身份投票。 第二輪評選 由「第二輪專業評審團」及金像獎十四個屬會會員,聯同香港作曲家及作詞家協會會員選出得獎者。 「第二輪專業評審團」是由香港電影金像獎評選事務組推薦及邀請的電影工作者和專業媒體工作者組成,評審可於第一輪投票時以金像獎選民身份投票,但不能以屬會會員身份於第二輪投票。「第二輪專業評審團」佔第二輪投票積分55%。 金像獎十四個屬會會員及香港作曲家及作詞家協會會員,可於第二輪中投選其專業獎項(佔積分25%)及其他獎項(佔積分20%),所有會員可以用多於一個會藉投票,但每個獎項只能投選一次,詳情請看下列附表: 若有任何第二輪專業評審榮獲提名,包括入圍「最佳電影」及「最佳亞洲華語電影」的出品人(包括聯合出品人等)、監製(包括聯合監製、執行監製等)、攝製及發行範疇者,則會由香港電影金像獎董事局另行邀請同界別的電影工作者代替其評審職位。 每個獎項得分最高的為得獎者,若在同一獎項中有兩名候選者同時得最高分數,該兩名候選者可一起獲得該獎項;若超過兩名候選者同時獲得最高分數,則會由「第二輪專業評審團」再在同分的候選者中投票,以選出得獎者。 (丙) 「最佳亞洲華語電影」參選資格 凡於2020年1月1日至2021年12月31日在香港作首輪公開售票放映,連續七天內於五十個座位以上的常規放映電影場地(註一)上映不少於五場的華語電影(不包括香港電影),影片長度六十分鐘或以上,並以三十五毫米菲林放映或數碼放映(註八),均自動參選「第四十屆香港電影金像獎」競逐「最佳亞洲華語電影」獎項。 亞洲華語電影定義 參選電影的語言及出品地區必須符合以下兩項條件: (一) 該片使用的語言二分之一以上為華語(華人地區所使用之主要語言或方言,但不包括配音),影片若無對白則以原片中的字幕對白是否中文為準則,動畫則以影片原產地的配音語言是否華語為準則。 (二) 出品公司必須有一間為亞洲地區的合法註冊公司,或發行公司有一間香港的合法註冊公司,並須以出品或發行身份記名於該片的片頭或片尾字幕中。(「亞洲地區」乃根據聯合國官方網頁上所認可的定義,見 https://unstats.un.org/unsd/methodology/m49/) 評選方法分兩輪進行: 第一輪投票: 由「香港電影金像獎選民」及「第一輪專業評審團」投票,每人可投選三部亞洲華語電影,票份各佔第一輪總積分的百份之五十(50%)。得票最高的首三名可獲進入第二輪評選,若有兩名候選者分數相同而名列第三位,則可增加至四個提名名額;若有超過兩名候選者分數相同而名列第三位,則提名名額只有兩個。 第二輪投票: 由「第二輪專業評審團」、金像獎十四個屬會會員,以及香港作曲家及作詞家協會會員,以一人一票方式選出得獎者;「第二輪專業評審團」佔第二輪投票總積分百份之五十五(55%),其他會員則佔總積分百份之四十五(45%),得票最高者為得獎者。若有兩名候選影片同時得最高分數,則會由「第二輪專業評審團」再投票選出得獎者。 (丁)「新晉導演」獎 參選資格: 1. 參選人必須是持有香港永久性居民身份證的香港居民,無年齡限制; 2. 參選人必須是參選電影的唯一導演; 3. 參選電影必須是在2020年1月1日至2021年12月31日內在香港作首輪放映的電影,且完全符合以下「放映條件」: (a) 公開售票放映; (b) 連續七天內於五十個座位以上的常規放映電影場地(註一)上映不少於五場; (c) 片長六十分鐘或以上; (d) 以三十五毫米菲林放映或數碼放映 (註八); 4. 參選人執導之電影,以兩部為上限(包括參選作品,或曾於任何地方上映並符合第3項中的「放映條件」,均被計算在內)。個人導演作一部計算,合導電影不能參選,但作半部計算; 5. 曾獲得同類獎項之人士不可參選,曾獲得同類提名者則不在此限。 評選方法: 第一輪投票: 由導演會會員 + 香港電影金像獎選民(只限影評人、電影文化或教育工作者界別),以一人一票方式選出提名名單; 獎項提名以不超過三個為原則,若有兩名候選者分數相同而名列第三位,則可增加至四個提名名額;若有超過兩名候選者分數相同而名列第三位,則提名名額只有兩個。 若該年度合資格參選此獎項的人數達12位或以上,獎項提名將增加至五人,若有兩名候選者分數相同而名列第五位,則可增加至六個提名名額;若有超過兩名候選者分數相同而名列第五位,則提名名額只有四個。 第二輪投票: 「第二輪專業評審團」投票(佔積分55%)、導演會會員投票(佔積分25%),其他金像獎屬會及香港作曲家及作詞家協會會員投票(佔積分20%)。若有兩名候選者同時得最高分數,則會由「第二輪專業評審團」再投票選出得獎者。 (戊) 截票日期 以郵戳日期為準,逾期者作廢票論。 第一輪截票日期: 2022年1月21日 (以郵遞方式遞交,以郵戳日期為準,或將正本遞交至金像獎秘書處) 第二輪截票日期: 2022年4月30日 (以郵遞方式遞交,以郵戳日期為準,或將正本遞交至金像獎秘書處) *在整個評選過程中,如遇任何特殊情況,會由香港電影金像獎協會董事局酌情處理及作最終決定。 《註釋》 所有獎項的參選人及電影出品公司,必須記名於該片的片頭或片尾字幕,並以於香港上映的版本為準。 (註一) 影片必須於本會認可的「常規放映電影場地」上映: (I)香港戲院商會其下會員的電影院 (https://www.hktaorg.com/zh-hk/aboutus/1) (II)康文署其下常放映電影的場地,包括:香港大會堂、香港文化中心及香港電影資料館。 (註二) 影片必須符合下列其中兩項條件,方合資格為香港電影: 1. 導演皆持有香港永久性居民身份證的香港居民; 2. 出品公司(最少一間)是香港合法註冊公司; 3. 最少有六個工作項目的工作人員須是持有香港永久性居民身份證的香港居民,每個工作項目只計算一位,依據十五個獎項計算,包括: 監製、編劇、男主角、女主角、男配角、女配角、攝影、 動作設計、美術指導、服裝造型、剪接、原創電影音樂、原創電影歌曲、音響效果及視覺效果。(若「原創電影歌曲」的作曲、填詞及主唱多於一位香港工作人員,亦只會計算其中一位。) (註三) 最佳新演員參選人,須於參選年度前未曾以主角或配角身份參演任何電影;其參選的電影可多於一部,須屬本屆參選年度的香港電影;最佳新演員候選人能以一部電影同時角逐「最佳男/女主角或「最佳男/女配角」獎項。如有任何爭議,將交由金像獎董事局作最後決定。 (註四) 最佳原創電影音樂參選人,須專為該部影片全新創作及撰寫的音樂。香港電影金像獎協會有權要求參選人提交音樂清單(music cue sheet)或香港作曲家及作詞家協會的音樂作品通告,以確認原創性。如參選人未能提供資料證明,金像獎保留取消其參選資格的權利。 (註五) 最佳原創電影歌曲參選人,須為該部影片而全新創作及撰寫(包括曲、詞),香港電影金像獎協會有權要求參選人提交音樂清單(music cue sheet)或香港作曲家及作詞家協會的音樂作品通告,以確認原創性。如參選人未能提供資料證明,金像獎保留取消其參選資格的權利。 (註六) 「最佳音響效果」的定義乃就影片中一切發聲的環節及步驟,範圍包括配音/現場收音、音效、配樂、光學部份以及最後混音的結果作一整體評價。參選人必須是直接負責該影片的音響效果,須由出品人、監製或導演根據個人貢獻提供名單,人數不可超過四位。 (註七) 「最佳視覺效果」是就影片中的視覺特技效果作一整體評價,包括於製作時採用的電腦加工合成程序,及現場拍攝(i)爆破(ii)模型及機械特技。參選人必須是直接負責該影片的視覺特技效果,須由出品人、監製或導演根據個人貢獻提供名單,人數不可超過四位。 (註八) 24格或48格漸進式掃描而不小於2048x1080像素的解像度投影,並需符合數碼影院發行電子母帶影像規格 (SMPTE 428-1-2006);如選擇壓縮母帶,必須符合ISO/IEC 15444-1 (JPEG 2000) 規格,視頻及音頻格式必須符合商業數碼影院播放規格。 注意: *入圍電影如未能提供影片的影碟或視頻檔給投票人觀看,本會有權取消其提名資格。 *在評選過程中,如遇任何特殊情況,香港電影金像獎協會董事局保留最終決定。 *香港電影金像奬協會有權隨時修改評選規則及參選資格,敬請留意金像獎官方網頁。 *本規則的中文版與英文版之間如有任何抵觸或不相符之處,則以中文版本為準。 -------------------------------------------------- THE 40th HONG KONG FILM AWARDS - RULES AND REGULATION 本英譯內容僅供參考,中英文內容文意不符者,以中文為準。 The English translated version is intended for reference only. (I) ELIGIBILITY 2020-2021 Hong Kong Films Any Hong Kong film (see Note 1) will be spontaneously considered as participating in ‘The 40th Hong Kong Film Awards’ when its first-time release is held in Hong Kong theatrically during the period 1 January 2020 to 31 December 2021 for at least 5 shows in the conventional film screening theatres (see Note 2) which have 50 seats above in 7 consecutive days with paid admission, 60 minutes or more in duration, and by means of 35mm film or Digital Cinema format (see Note 8). Categories of Awards 1. BEST FILM 2. BEST DIRECTOR 3. BEST SCREENPLAY 4. BEST ACTOR 5. BEST ACTRESS 6. BEST SUPPORTING ACTOR 7. BEST SUPPORTING ACTRESS 8. BEST NEW PERFORMER (see Note 3) 9. BEST ASIAN CHINESE LANGUAGE FILM (see Part III) Notice: Names of candidates and companies participating in election of any award and/or the “Best Film” award shall be presented in the front or end roller credit of the Hong Kong releasing version. (II) ELECTION PROCEDURES First Round Election Two voting portions including (a) registered HKFA Voters and (b) First Round Professional Adjudicators. The result of each group will comprise 50% of the first round’s total score. The first 5 highest-scores of each category will enter into the second round election (final assessment). HKFA Voter : Any person who fulfills the HKFA voter registration qualifications and have successfully registered with the Hong Kong Film Awards Association. The First Round Professional Adjudicators is formed by industry and media professionals. Its combination is determined and invited by the Voting Affairs Committee of Hong Kong Film Awards Association. There will be no more than five nominations in each award in principle, but with the following exception: If there is a tie between two nominees in the fifth slot, six nominations will be permitted in that award. If there are more than two nominees with equal scores in the fifth slot, the number of nominations for that award will be reduced to four. If an actor/actress is nominated for the same film in both leading and supporting role categories, the nomination will only be valid in the category for which he or she receives the higher score. Nominations that fail to fulfill the criteria stated in this booklet will be declared as ineligible, his/her nomination qualification will be withdrawn. Such vacancy will be replaced by the next highest scorer. The First Round Professional Adjudicators are not eligible to vote in the role of HKFA voter during the first round election and cannot be the Second Round Professional Adjudicators, but is eligible to vote in the role of film association member in the second round election. Second Round Election The second round election (final assessment) is carried out through the voting by two groups (a) the Second Round Professional Adjudicators and (b) members of Composers and Authors Society of Hong Kong and Executive Committee Members of HKFA. The Second Round Professional Adjudicators is formed by industry and media professionals. Its combination is determined and invited by the Voting Affairs Committee of the Hong Kong Film Awards Association. The result will comprise 55% of the second round’s total score. All adjudicators are eligible to vote in the role of HKFA voters in the first round election (nomination voting) but not eligible to vote in the role of film association member in the Second Round. Members of Composers and Authors Society of Hong Kong and Executive Committee Members of HKFA are eligible to vote on relevant professional awards and all other awards (see the following table). The result of relevant professional awards will compromise 25 % while the result of other awards will comprise 20% of second round’s total score. All members could vote with more than one membership but can cast only one vote for each award category in principal. * All members can cast only one vote for each award in principal. * All members can cast only one vote for each award in principal. Should any of the second round professional adjudicator be nominated for any of the award, including the presenter of “Best Film” and “Best Asian Chinese Language Film” (also incl. Co-Presenters etc.), Executive Producer (also incl. Co-Executive Producer etc.), Production and Distributor, his/her vacancy will be replaced by another filmmaker of the same category decided by HKFA Board of Directors. If there are tie scores between two nominees, both will win the award. However, if more than two nominees have equal scores, the Second Round Professional Adjudicators will vote again among the nominees with equal scores to determine the winner. (III) Eligibility of “Best Asian Chinese Language Film” Any Chinese film from Asian Region (non-Hong Kong films) will be spontaneously considered as participating in election of the award “Best Asian Chinese Language Film” in The 40th Hong Kong Film Awards when its first-time theatrically release is held in Hong Kong during the period 1 January 2020 to 31 December 2021 for at least 5 shows in the conventional film screening theatres (see Note 2) which have 50 seats above in 7 consecutive days with paid admission, 60 minutes or more in duration and by means of 35mm film or Digital Cinema format (see Note 8). Definition of “Asian Chinese Language Film” Language and region of eligible films MUST meet the following conditions: Chinese languages (including official and vernacular languages used in the Chinese-speaking regions of the world) should be used in at least 1/2 of the film (excluding dubbing). For film with no dialogue, it shall be decided by the subtitles of the original film. For animated film, it shall be decided by the dubbing of the original film. At least one of its film companies is legally registered in Asian Region, or one of its distribution companies is legally registered in Hong Kong. Its/their name(s) must be shown as the presenter(s) or distributor(s) in the front or end roller credit. “Asian Region” refers to the official countries/areas list assigned by the United Nations (https://unstats.un.org/unsd/methodology/m49) Election Procedures First Round Election : Two voting portions including (a) registered HKFA Voters and (b) First Round Professional Adjudicators. Each voter is eligible to select three films. The result of each group will comprise 50% of the first round’s total score. The first 3 highest- scorers will enter into the second round election (final assessment) with the following exception: If there are tie scores between two nominees in the third slot, four nominations will be permitted in that award. If there are more than two nominees with equal scores in the third slot, the number of nominations for that award will be reduced to two. Second Round Election : The second round election is carried out through the voting by two groups (a) the Second Round Professional Adjudicators and (b) members of Composers and Authors Society of Hong Kong and Executive Committee Members of HKFA. Each member can cast one vote only. The result of Second Round Professional Adjudicators will comprise 55% while result of other members will compromise 45% of the second round’s total score. If there are tie scores between two nominees, the Second Round Professional Adjudicators will vote again to determine the award winner. (IV) "BEST NEW DIRECTOR" Eligibility Nominees of the Best New Director must be Hong Kong residents and hold Hong Kong Permanent Identity Cards. No age limit. Film lead to the nominee’s eligibility shall be solely directed by the nominee. The film lead to the nominee’s eligibility must be its first-time release is held in Hong Kong theatrically during 2020-2021, and meet the following requirements, a. It must be held in Hong Kong with paid admission. b. It had at least 5 shows in the conventional film screening theatres (see Note 2) which have 50 seats above in 7 consecutive days. c. The film duration must be 60 minutes or more. d. It has been released by means of 35mm film or Digital Cinema format (see Note 8). The nominee shall only have directed with a maximum of 2 films (including the aforementioned film, and the films that had been released in Hong Kong or overseas meeting the requirements set out in Clause IV-3 above, the collaborated directing will be counted as half.) Nominees may have been nominated for similar award but shall have never been rewarded with any similar award. Election Procedures First round election The first round election is carried out through the voting by members of the Hong Kong Film Directors’ Guild and HKFA voters (for the group of film critics and professionals in film culture and education only). There will be no more than three nominees in principle. If there are two nominees with equal scores in the third slot, the number of nominations will be increased to four. If there are more than two nominees with equal scores in the third slot, the number of nominations for that award will be reduced to two. If there are over 12 New Directors eligible for nomination within the year, the nominations in principle will be changed from three to five. If there are tie scores between two nominations in the fifth slot, six nominations will be permitted in that award. If there are more than two nominees with equal scores in the fifth slot, the number of nominations for that award will be reduced to four. Second Round Election : The second round election is carried out by the following three groups : - The Second Round Professional Adjudicators ( 55% of the total score) - Members of the Hong Kong Film Directors’ Guild ( 25% of the total score) - • Other Executive Committee Members of HKFA and members of CASH ( 20% of the total score). If there are tie scores between two nominees, the Second Round Professional Adjudicators will vote again to determine the award winner. (V) VOTING DEADLINE Verified according to the post-marked date, any overdue vote will be declared as invalid. First Round Election (Nomination Voting) – 21 January 2022 (By post or in person) Second Round Election (Final Assessment)– 30 April 2022 (By post or in person) * If any disputes or special cases arise throughout the election, the Board of Directors of the Hong Kong Film Awards Association shall take into consideration the circumstances and reserves the right for final decision. 《NOTES》 Notice: Names of candidates and companies participating in election of any award and/or the “Best Film” award shall be presented in the front or end roller credit of the Hong Kong releasing version. (Note 1) A film will be defined as “Hong Kong Film” when it meets at least two of the following criteria: 1.The film director(s) must be a Hong Kong resident and holds a Hong Kong Permanent Identity Card. 2. At least one of the film companies is legally registered in Hong Kong SAR. 3. At least SIX persons from different working positions respectively, are Hong Kong residents and hold Hong Kong Permanent Identity Cards. Only one Hong Kong resident will be counted for each working position. Working positions are counted base on the following 15 awards, including: Producer, Screenplay, Actor in a leading role, Actress in a leading role, Supporting Actor, Supporting Actress, Cinematography, Action Choreography, Art Direction, Costume & Make Up Design, Film Editing, Original Film Score, Original Film Song, Sound Design and Visual Effects. (For example, if there are more than one Hong Kong residents participated in the creation of a “Original Film Song”, like composer, lyricist and singer, only one person will be counted.) (Note 2) A film MUST release in conventional film screening theatres which recognized by HKFAA: (I) Members of The Hong Kong Theatres Association Ltd (https://www.hktaorg.com/zh-hk/aboutus/1) (II) Conventional film screening theatres under the Leisure and Cultural Services Department, including Hong Kong City Hall, Hong Kong Cultural Centre and Hong Kong Film Archive. (Note 3) Nominees of the Best New Performer award must have never participated in any film before the awards year of nomination, but film(s) lead to his/her eligibility can be more than one during the same awards year. Nominees of the Best New Performer also be eligible for nomination either for the “Best Actor/ Actress” or “Best Supporting Actor/Actress” by the same film(s). If any disputes arise, the Board of Directors of the Hong Kong Film Awards Association reserves the right for final decision. (Note 4) Nominated pieces for the “Best Original Film Score” must be the original creation particularly for and first used in the film. Nominees will be required to provide music cue sheet or notification of works form issued by the Composers and Authors Society of Hong Kong for originality verification. Any nominee fail to provide such documents, Hong Kong Film Awards Association reserves the right to withdraw his/her eligibility. (Note 5) Nominated songs for the “Best Original Film Song” must be the original creation (including melody, lyrics) particularly for and first used in the film. Nominees will be required to provide music cue sheet or notification of works form issued by the Composers and Authors Society of Hong Kong for originality verification. Any nominee fail to provide such documents, Hong Kong Film Awards Association reserves the right to withdraw his/her eligibility. (Note 6) “Best Sound Design” is defined as an overall judgment of every audible procedure of the particular film, including dubbing / sync-sound recording, sound effects, music scoring, optical process and final mixing. Eligibility for this award shall be limited to the sound designer(s) directly involved and primarily responsible for the film’s sound design. The name(s) of the sound designer(s), maximum 4 in total, shall be provided by the film company(s), producer(s) or director(s) according to individual contributions. (Note 7) “Best Visual Effects” is determined by the contribution the visual effects make to the overall production including computer special effects operated in production stage and scene shooting (i) explosions (ii) miniatures and mechanical special effects. Primary individuals who directly involved with, principally responsible for, and have a major contribution to the visual effects are eligible for the nomination of the “Best Visual Effects” award. The name(s) of the primary individuals shall be provided by film company(s), producer(s) or director(s) and not to exceed 4 in number. (Note 8) In a 24- or 48-frame progressive scan Digital Cinema format with a minimum projector resolution of 2048 x 1080 pixels, source image format conforming to SMPTE 428-1-2006 D-Cinema Distribution Master – Image Characteristics; image compression (if used) conforming to ISO/IEC 15444-1 (JPEG 2000), and image and sound file formats suitable for exhibition in commercial Digital Cinema sites. * Hong Kong Film Awards Association reserves the right to disqualify the nominee(s) if the film companies or film distributors fail to provide DVD or digital files of the nominated movie(s) for voters screening. *Hong Kong Film Awards Association has the right to revise the Rules of Election and Eligibility.
